Steel, cement, and hardware suppliers — the most misclassified HS codes in FBR and how to get them right
Pakistan's construction materials sector — steel, cement, hardware fittings, pipes, cables, and electrical components — has one of the highest rates of FBR invoice rejection of any industry. The reason is almost always the same: HS code misclassification causing a UoM mismatch that FBR's system catches immediately.
This article covers the specific HS codes where construction material suppliers consistently get it wrong, the correct Units of Measure for each, and what to do if you have been submitting invoices with the wrong classifications.
Why construction materials are particularly prone to HS code errors
Steel, cement, and hardware products exist in dozens of varieties — different grades, forms, specifications, and applications — each of which has its own HS code. A steel supplier who treats all steel products as a single line item is making a fundamental error. Structural steel angles are not the same as steel pipes, which are not the same as steel wire, which are not the same as reinforcing bars — and FBR's system knows the difference.
The Unit of Measure compounds the problem. Steel is sold by weight (metric tonnes or kilograms), but some steel products are sold by length (metres), by piece (numbers), or by area (square metres) — and the approved UoM for each HS code is specific. Using KG when the HS code requires MT, or using NOS when it requires M, causes rejection every time.
Common construction material HS codes and their correct UoMs
Steel products:
- HS 7213 — Steel bars and rods, hot-rolled, in irregularly wound coils: UoM = KG or MT
- HS 7214 — Steel bars and rods (not in coils), angles, shapes and sections: UoM = KG or MT
- HS 7217 — Steel wire: UoM = KG or MT
- HS 7219 — Flat-rolled products of stainless steel, width 600mm+: UoM = KG or MT
- HS 7228 — Other bars and rods of other alloy steel: UoM = KG or MT
- HS 7303/7304/7305/7306 — Steel tubes and pipes (different series for different types): UoM = KG, MT, or M depending on specification
Cement:
- HS 2523.2100 — White Portland cement: UoM = KG or MT
- HS 2523.2900 — Other Portland cement (OPC): UoM = KG or MT
- HS 2523.9000 — Other hydraulic cements: UoM = KG or MT
Hardware and fittings:
- HS 7415 — Nails, tacks, staples (copper): UoM = KG
- HS 7317 — Nails, tacks, staples (iron/steel): UoM = KG
- HS 8301 — Padlocks, locks, clasps: UoM = NOS (numbers)
- HS 8302 — Base metal mountings, fittings for furniture, doors: UoM = NOS or KG depending on type
- HS 7412 — Copper tube or pipe fittings: UoM = NOS or KG

Electrical and plumbing materials
Electrical cables, conduits, switches, and fittings are among the most misclassified products in hardware supply:
- HS 8544 — Insulated wire, cable, optical fibre: UoM = KG or M (varies by product)
- HS 8536 — Electrical apparatus for switching (switches, fuses): UoM = NOS
- HS 8537 — Boards, panels, consoles for electrical control: UoM = NOS
- HS 3917 — Tubes, pipes, hoses (plastic): UoM = KG or M
- HS 3925 — Builders' ware of plastics (fittings, tanks): UoM = NOS or KG
What to do if you have been using wrong HS codes
- Run a reconciliation of the last 12 months of FBR submissions and identify every rejected invoice
- Cross-reference your product list with PRAL Technical Specification V1.12 to identify correct HS codes and UoMs for each product
- For future invoices, ensure your software auto-fills the correct UoM when you select the HS code
- Consult your tax practitioner about whether rejected invoices from prior periods need to be resubmitted with correct HS codes and new invoice numbers
